
The Council of Ministers held a meeting at the Government Palace, Dili, and approved the draft Decree-Law, presented by Minister José Honório da Costa Pereira Jerónimo, on Access and Admission to Higher Education.
According to the Basic Law on Higher Education, this diploma defines the legal regime for access and admission to higher education in Timor-Leste, with the establishment of common rules for the procedure of application, selection and placement of students.
This measure applies to all students who have completed secondary school and wish to enroll in public or private higher education institutions, with uniform criteria for the admission of new students.
This diploma determines to create a general regime for access and a special regime aimed at specific groups, including people with disabilities, family members in vulnerable situations, Timorese citizens who have completed secondary education abroad and those over 23 years of age, and others.
Create the Coordinating Commission for Access to Higher Education (CAES), with the responsibility to organize and supervise the process of access to public higher education, including the definition of the calendar, the coordination of examinations, the classification of candidates and the validation of the placement list.
During the transitional period of ten years (2025-2035), the management of the access process to public higher education will be ensured by the Government. After this period, responsibility will be handed over to the higher education institutions themselves, which will be able to organize their own admission process. The diploma also provides for the possibility of courses requiring specific prerequisites and defines tie-breaking criteria and appeal mechanisms for candidates.
Also approved, the draft Decree-Law, presented by the Minister of Youth, Sports, Arts and Culture, Nelyo Isaac Sarmento, on the subsidy of availability and dedication in the context of the 12th CPLP Sports Games in 2025 in Timor-Leste.
This diploma aims to recognize the efforts and ensure the total availability of the elements involved in the organization and participation of Timor-Leste in the 12th CPLP Sports Games, which will be held from 17 to 27 July 2025. In this sense, it establishes dedication and dedication to availability. volunteers, athletes, coaches, referees, officials, animators, contracted employees and civil servants from the Ministry of Youth, Sports, Arts and Culture, who participated directly in the preparation and execution of the event.
This subsidy, of a financial nature and granted as an exemption, aims to compensate for special working conditions required, especially overtime that exceeds three hours per day, in the period between May 17 and July 27, 2025. The list of beneficiaries will be approved through the Ministry’s information decrees. presented by the Secretariat of the Local Organizing Commission of the CPLP Sports Games.
Finally, the Minister of Transport and Communications, Miguel Marques Gonçalves Manetelu, presented to the Council of Ministers the results of the preliminary report of the International Civil Aviation Organization (ICAO), within the framework of the Universal Safety Audit Program – Continuous Control Approach (USAP-CMA).
ICAO, a specialized agency of the United Nations established in 1944, has a mission to promote the safe and sustainable development of international civil aviation by defining global standards and strengthening cooperation between States. Through USAP-CMA, the organization continues to assess countries’ compliance with aviation safety standards, identify weaknesses and support its correction.
The presentation highlighted the main results of the audit, as well as the actions and recommendations to be implemented to improve the safety conditions of national civil aviation.
