History of the Evolution of the Ministry of Planning in Timor-Leste, which has changed its name several times — from MPIE → MPO → back to MPIE.

🏛️ 1. Ministry of Planning and Strategic Investment (MPIE)
Period: 2015 – 2017
Leader: Kay Rala Xanana GusmãoIn 2015, after resigning as Prime Minister, Xanana Gusmão took on the role of Minister of Planning and Strategic Investment (MPIE).
The ministry’s objective was to coordinate national strategic investment, including infrastructure projects, rural development, and long-term planning.
During this period, the MPIE played a key role in implementing the National Strategic Development Plan 2011–2030.
🏗️ 2. Ministry of Planning and Ordering (MPO)
Period: 2018 – 2023
Leader: Dr. José Maria dos ReisIn the VIII Constitutional Government (2018–2023), the ministerial structure changed, and the MPIE was renamed the Ministry of Planning and Ordering (MPO).
This name change aimed to emphasize territorial planning, decentralized development, and inter-ministerial coordination for sustainable development.
Dr. José Maria dos Reis led the MPO during the government of Taur Matan Ruak.
🔄 3. Return to the Ministry of Planning and Strategic Investment (MPIE)
Period: 2023 – 2028, present (IX Constitutional Government)
Leader: Eng. Gastão Francisco de SousaOn 1 July 2023, under the new government led by Kay Rala Xanana Gusmão, the ministry reverted to the name MPIE.
This change reaffirms the focus on national strategic investment and revitalizes the original 2015 mission: serving as the engine of national planning, infrastructure, and public investment.
Engineer Gastão Francisco de Sousa was appointed as the Minister of Planning and Strategic Investment and continues to serve in this position.
DECREE LAW NO. 68/2023, 14 September
ORGANIC MINISTRY OF PLANNING AND STRATEGIC INVESTMENT
Decree-Law n.o 46/2023, dated 28 July, approving the Organic Law of the IX Constitutional Government, establishes the Ministry of Planning and Strategic Investment as the government department responsible for the design, coordination and evaluation of policies, which defines and approves the areas of development promoted by the Council of Ministers economic and social development of the country, through strategic and integrated planning and rationalization of available financial resources, to assume specific responsibilities for the implementation of the Strategic Development Plan, especially on Infrastructure, Spatial Planning and Urban Planning.
Thus, this diploma approves the organic structure of MPIE, defines its services and responsibilities and the powers of the executing bodies in concrete terms of the public objectives that the law gives MPIE to carry out, according to the standard of efficiency and effectiveness of the Administration’s action in the management and implementation of the Development Plan, with the objective of improve the quality of better and better provision of public goods and services to citizens in the area of strategic planning and investment.
The administrative organization of MPIE adopts the interoperability and intercommunicability of human and material resources, seeking greater efficiency and effectiveness of the Administration’s actions in carrying out the objectives and guidelines of the Program of the IX Constitutional Government and the Organization of the IX Constitutional Government, especially in terms of compliance with the rules of good governance, transparency and transparency. reality, very important for the development and consolidation of administrative institutions, in a new return to the definitive map for Sustainable Development that the United Nations has defined for Timor-Leste, including also described in the Strategic Development Plan.
