Bobonaro, 13 October 2025 — His Excellency the Minister of Planning and Strategic Investment (MPIE), Eng. Gastão Francisco de Sousa, accompanied by the Secretary of State for Local Development (SEDL), Mateus W. dos Santos Tallo, representing the Ministry of State Administration (MAE), together with the President of the Bobonaro Municipal Authority, Paulo Moniz, presided over the official launching ceremony of the Land Use Plan (PUSO) for the city of Maliana. The official event took place at the Maria Tapo Hall, Municipality of Bobonaro.
The Land Use Plan (PUSO) for the city of Maliana holds great strategic importance, as it aims to further detail urban area development in line with the territorial development model already established under the Municipal Spatial Planning Plan (PMOT) of Bobonaro.
The main objectives of the Maliana PUSO are as follows:
- Guide Orderly Urban Growth: Promote the organized and sustainable development of the city of Maliana.
- Improve the Quality of Life of the Population: Create an urban environment that provides better living conditions for the community.
- Avoid Conflicts in Land and Space Use: Minimize conflicts of interest between industrial, residential, and service areas.
- Facilitate Urban Economic Development: Prioritize infrastructure, facilities, built spaces, and legal frameworks to foster a favorable business environment, stimulate job creation, and reduce the cost of living.
- Prevent and Reduce the Impact of Natural Disasters: Ensure land use planning that prevents natural risks, safeguards lives and property, and protects the environment.
The ceremony was also attended by the Director-General of Public Works, Executive Directors, National Directors, Municipal Service Directors, Post Administrators, Village Chiefs, and other guests.
Conclusion
The official launch of this plan marks an important milestone in the Government of Timor-Leste’s efforts—through MPIE and SEDL—to promote orderly, sustainable, and inclusive territorial development at the local level, starting with the city of Maliana, Municipality of Bobonaro.
