Dili, 10 February 2026 – The Prime Minister, Kay Rala Xanana Gusmão, conducted a surprise visit to the Ministry of Planning and Strategic Investment (MPIE) and held a meeting with H.E. Minister of Planning and Strategic Investment, Eng. Gastão Francisco de Sousa.
The meeting was also attended by the Principal Advisor, Mr. Júlio Tomás Pinto, to discuss the progress of ongoing work and priorities being implemented by MPIE in national planning and development.
On this occasion, the Prime Minister emphasized that MPIE plays a crucial role in the concession, coordination, and evaluation of policies approved by the Council of Ministers, particularly in promoting Timor-Leste’s economic and social development through integrated strategic planning and efficient management of financial resources.
MPIE is also directly responsible for implementing the Strategic Development Plan, particularly in infrastructure, urban planning, and territorial planning and management.
During the meeting, the Head of Government challenged MPIE to further strengthen its institutional performance, particularly in planning, proposing, and coordinating the implementation of strategic infrastructure for national development.
In addition, MPIE is mandated to supervise the quality of services and activities related to the implementation of physical projects financed by the Infrastructure Fund and other financing mechanisms, including projects under the National Directorate of Public-Private Partnerships at the Ministry of Finance. These funds aim to ensure financing for multi-year strategic projects.
