Aileu, Timor-Leste – 9 December 2025 – The Ministry of Planning and Strategic Investment (MPIE) of the IX Constitutional Government, in partnership with the Delegation of the European Union to Timor-Leste, led a two-day Validation Workshop on the Monitoring Data of the Strategic Development Plan (SDP/PED) 2013–2020.

The workshop took place at the Timor Rai Klaran Hall, Aileu Municipality, serving as a critical exercise to review, validate, and rigorously approve the progress achieved over 14 years of PED implementation.

The validation session brought together Director-Generals, National Directors, and technical staff to assess the implementation of the SDP 2011–2030 thus far, including achievements, challenges, and difficulties. The reflections gathered from this in-depth discussion will guide improved implementation of the PED over the next five years.

The assessment uses a robust methodology combining quantitative and qualitative data, along with consultations across ministerial lines, focusing on 194 targets, to form a strong evidence-based strategy grounded in lessons learned from more than a decade of PED implementation.

His Excellency Eng. Gastão Francisco de Sousa, Minister of Planning and Strategic Investment, highlighted the importance of collective effort:
“Your presence here in Aileu today underscores a moment of national importance for our shared mission, a milestone on our journey toward realizing the vision articulated in the PED 2011–2030.”

The Minister also called upon all technical personnel to “take ownership of these findings and use the data as a primary resource to improve sectoral strategies in the years ahead.”

He further emphasized that the monitoring report will serve as an essential evidence base for the evaluation and potential revision of the PED, a central commitment of the IX Constitutional Government.

The workshop was officially launched by His Excellency the Minister of MPIE, following welcoming remarks by Mr. João Bosco dos Santos, President of the Aileu Municipal Authority, and opening remarks by Mr. Thorsten Bargfrede, Ambassador of the European Union to Timor-Leste.

The two-day workshop activities included detailed validation discussions across sectors:

  • 9 December: Social and Infrastructure sectors

  • 10 December: Economic and Institutional sectors

The working session served as a technical dialogue, providing a platform for participants to validate data, harmonize interpretations, and ultimately outline a roadmap for 2026–2030.

The Ministry of Planning and Strategic Investment continues to serve as the Government’s key institution responsible for medium- and long-term planning, development, and strategic investment.
