Ermera, 02 December 2025 — The Minister of Planning and Strategic Investment (MPIE), Eng. Gastão Francisco de Sousa, officially launched the Urban Land Use Plan for Gleno (PUSO Gleno) in Ermera Municipality. The ceremony was attended by representatives from the Ermera Municipal Authority (PAM), the Ministry of State Administration, the Ministry of Public Works, and the PNTL Ermera Command.

In his opening remarks, Minister Gastão emphasized that urban development should not rely solely on plans, maps, or investments, but must begin with people, through the active participation of communities, families, and sucos.

“Urban planning is not only a technical process. It requires collective vision and people’s participation. This is essential for the future of Timor-Leste,” he stated.

The Minister highlighted that MPIE is committed to strengthening a new, inclusive, and transparent approach to urban planning—one that respects local realities, values cultural identity, and responds to the concrete needs of communities.

He also made a strong appeal to the community to take part in the public consultation process:

“We ask everyone to participate in consultations, share your ideas and concerns. Your local knowledge is essential for good decision-making.”

Minister Gastão reaffirmed that no plan will have significant impact if the community does not participate. For this reason, MPIE will continue to work with technical rigor, international cooperation, and strategic responsibility—while prioritizing collaboration with the people, especially the citizens of Ermera.

In closing, the Minister expressed confidence that with collective cooperation and participation, Gleno can be transformed into an urban capital that promotes opportunity, dignity, and resilience, reflecting the identity of the people of Ermera.
