The Minister of Planning and Strategic Investment, Eng. Gastão Francisco de Sousa, accompanied by Principal Advisor Júlio Tomás Pinto, held a meeting with His Excellency the President of the Republic, Dr. José Ramos-Horta, to present the IX Constitutional Government’s policy on the establishment of the National Development Bank of Timor-Leste (BNDTL), which will involve collaboration with the Government of Brazil.
During the presentation, President Ramos-Horta expressed his appreciation to the Government and stated that during his upcoming visit to Malaysia to attend the official ceremony of Timor-Leste’s accession as a member of ASEAN on 26 October 2025, he will meet and discuss this matter directly with the President of the Federative Republic of Brazil, Luiz Inácio Lula da Silva.
President Ramos-Horta highlighted that the Government’s policy to establish a National Development Bank is of great importance for the economic development and strengthening of the banking system in Timor-Leste.
The IX Government’s policy aims to create the National Development Bank of Timor-Leste (BNDTL) as a strategic instrument to sustain the country’s economic growth.
This initiative will focus on supporting transformative investments in sectors such as agriculture, tourism, industry, and housing. The project will undergo approval by the Council of Ministers and receive support from partners, including the Asian Development Bank (ADB).
The objective is to establish a financial system capable of supporting sustainable and inclusive economic development, reforming the previous financial structure that lacked transparency and accountability, and promoting the necessary transformation for national progress.
The BNDTL will thus serve as a key strategic instrument to drive national development, emphasizing sustainable and inclusive economic growth.
