DILI, March 18, 2026 — His Excellency the Minister of Planning and Strategic Investment (MPSI), Eng. Gastão Francisco de Sousa, participated in the Council of Ministers meeting chaired by His Excellency the Prime Minister, Kay Rala Xanana Gusmão, held at the Government Palace in Dili.

During the meeting, the Government reviewed the conclusions of the forensic audit conducted by EY Portugal regarding the procurement and management of the Twin Otter aircraft, as well as the construction of the Haksolok ferry, implemented by the Special Administrative Region of Oecusse Ambeno (RAEOA).

EY Portugal, part of the global Ernst & Young network, has extensive experience in auditing both public and private entities. The presentation provided a detailed overview of the procurement processes, management practices, and construction activities, along with the key findings of the forensic audit.

In addition, the Vice Minister for ASEAN Affairs presented the calendar of ASEAN meetings in which Timor-Leste will participate during March and April 2026.

The presentation highlighted the main objectives of Timor-Leste’s participation, including strengthening regional cooperation, reinforcing strategic partnerships, and consolidating the country’s presence in ASEAN political, economic, and security coordination mechanisms.

The Council of Ministers also approved a proposal presented by the Minister of Education, Dulce de Jesus Soares, regarding the theme for the CPLP Ministers of Education Meeting:
“Education, democratic values, and civic participation: pathways to strengthening CPLP societies.”

This meeting will take place in Dili on May 7, 2026, and will serve as an important platform to strengthen cooperation in the field of education among CPLP member states, align positions in international forums, and monitor the implementation of joint initiatives.

The Council of Ministers meeting reflects the Government’s commitment to ensuring good governance, transparency in public management, and strengthening international relations at both regional and global levels.
