The Minister of Planning and Strategic Investment (MPIE), Eng. Gastão Francisco de Sousa, participated as the keynote speaker in a seminar organized by the National Parliament under the theme “Budgetary Outlook 2026.”

In his address, His Excellency the Minister highlighted two key points:

  1. The achievements and progress made by the MPIE and its affiliated agencies — namely, the National Development Agency (ADN), the Secretariat of Major Projects (SGP), the Human Capital Development Fund (FDCH), and the National Procurement Commission (CNA) — during the year 2025;
  2. The main priorities for the General State Budget (GSB) for the 2026 fiscal year.

Minister Gastão de Sousa underlined that infrastructure development is a fundamental component of Timor-Leste’s social and economic growth, particularly in ensuring economic sustainability. Therefore, the IX Constitutional Government continues to prioritize an integrated planning and investment approach in infrastructure development, with a special focus on key sectors such as:

  • Tourism,

  • Public infrastructure,

  • Education,

  • Health,

  • Institutional and financial development,

  • Promotion of social inclusion.

The objective is to enhance efficiency and effectiveness in the use of public financial resources, promote sustainable investment, and ensure the fulfillment of the IX Constitutional Government’s political commitments.

His Excellency the Minister further stated that the General State Budget for 2026 will focus on three priority areas, which are fully aligned with the Government’s development policy:

  1. Sustainable socio-economic development;
  2. Investment in strategic infrastructures;
  3. Strengthening of the economic sector.

Accordingly, the MPIE’s priorities are fully aligned with the Government’s development agenda.

At the conclusion of his remarks, His Excellency the Minister expressed his appreciation to donors, development partners, and other relevant entities for their continuous support in implementing the IX Constitutional Government’s program. The Minister also expressed confidence that this cooperation will remain strong and consistent, contributing to Timor-Leste’s ongoing and future development.

The Minister congratulated the National Parliament for successfully organizing this important seminar, which brought together participants from the Parliament, Government, civil society, private sector, development partners, and other relevant institutions.
