As a continuation of the Tourism Forum 2025, on Friday, 26 September 2025, the Government of Timor-Leste facilitated a roundtable dialogue, providing a direct communication platform between the Government, the private sector, and financial entities on the development of national tourism.
The objectives of the dialogue were:
- To provide the Government with the opportunity to update progress and initiatives already undertaken;
- To create space for the private sector to actively raise concerns, suggestions, and recommendations relevant to tourism development.
The dialogue was structured into two thematic sessions:
- Infrastructure in the tourism sector
- Tourism Products and Services
The event was opened and chaired by H.E. the Deputy Prime Minister, Mr. Francisco Kalbuadi Lay, accompanied by:

The discussion was moderated and facilitated by UPI-MPIE Coordinator, Ms. Epi Orleães, and was marked by the strong presence of the private sector from national to municipal levels, as well as development partners including the World Bank, DFAT, and the New Zealand Embassy.
The roundtable proceeded in an open and dynamic manner, with Government members outlining political priorities, while the private sector identified gaps and challenges that could guide joint efforts.
In general, the Government and the private sector committed to continue working together and to strengthen communication through regular quarterly meetings.
The technical team of the MPIE will prepare the final report of the roundtable discussion, which will serve as the basis for the Government to carry out follow-up actions and implement the decisions agreed upon in the plenary.
