The Council of Ministers held a meeting at the Government Palace, Dili, and approved the draft Decree-Law, presented by the Minister of Higher Education, Science and Culture, José Honório da Costa Pereira Jerónimo, for the Creation of the Polytechnic Institute of Timor-Leste.
Timor-Leste Polytechnic Institute, abbreviated as IPTL, to replace the current Betanu Polytechnic Institute, to give a national character to the new higher education establishment. The bodies in exercise, teaching and non-teaching human resources and the assets of the Betanu Polytechnic Institute remain unchanged, in order to ensure institutional continuity and the functioning of higher education institutions that have been operating since 2017, without prejudice to the creation of new organic units.
IPTL will be headquartered in Betanu, and its administrative and academic management may include higher education institutions in other municipalities. Adequate conditions are in place to ensure the displacement of the competent authorities, to ensure an efficient management of technical higher education.
The diploma also determines that the new Institute retains the five-year institutional accreditation granted by the National Agency for Academic Evaluation and Accreditation, I.P. (ANAAA) to the Betanu Polytechnic Institute, according to the terms of Ministerial Diploma n. 11/2023, of 19 April, without the need to adopt an installation regime or a transitional period.
The Council of Ministers decided to restructure the indirect administration of the State, with the objective of increasing the efficiency and transparency of public management, reducing institutional redundancy and improving the articulation between public policies and their execution.
This resolution establishes guiding principles for a comprehensive reorganization of public entities with administrative and financial autonomy, with the objective of ensuring greater technical specialization, rationalization of resources and improving the quality of services provided to citizens. It provides for the union of entities with similar functions, the incorporation of some institutions into the structure of sectoral ministries, and the transformation of some public institutions in the service of direct State administration. This reform will also include the restructuring and extinction of some indirect administration entities, with their competence transferred to their ministerial lines.
The specific content of this restructuring will be regulated by a series of government diplomas, which will be elaborated and submitted for consideration and approval by the Council of Ministers in due course.
