Dili, 29 January 2026 – The Asian Development Bank (ADB), in collaboration with the Government of Timor-Leste, organized the Consultation Workshop on Climate Adaptation Investment Planning (CAIP) at Hotel Timor, Dili, with the objective of strengthening planning and financing for climate adaptation investments in the country.
The workshop is part of ADB’s Regional Technical Assistance TA 10098-REG, which aims to enhance the institutional capacity of developing member countries, including Timor-Leste, to identify, prioritize, and mobilize financing for climate adaptation investments through a programmatic approach.
The activity brought together representatives from the Ministry of Planning and Strategic Investment (MPIE), the Ministry of Finance (MOF), the Ministry of Tourism and Environment (MTE), the private sector, as well as development partners engaged in climate resilience initiatives. The workshop reviewed national strategies, sectoral plans, and ongoing adaptation initiatives.
ADB also presented the CAIP approach, the Climate Risk Assessment (CRA) process, and examples of climate adaptation investments that can be developed at the municipal or river basin levels. Participants were invited to provide inputs and feedback to help identify priority geographic areas for the implementation of the technical assistance and subsequent steps.
According to ADB, climate adaptation investment planning is critically important for Timor-Leste, given the increasing climate risks affecting water resources, land, and other natural resources. The workshop is expected to provide a strong foundation for enhanced cross-sectoral collaboration and the development of climate resilience policies in the future.
ADB expressed its appreciation to the Government of Timor-Leste for its active participation and reaffirmed its commitment to continue supporting national efforts toward building an inclusive, sustainable, and climate-resilient economy.
