H.E. the Minister of Planning and Strategic Investment, Eng. Gastão Francisco de Sousa; H.E. the Minister of Finance, Ms. Santina J. Rodrigues F. Viegas Cardozo; and H.E. the Minister of State Administration, Mr. Tomás do Rosário Cabral, together with the President of the Civil Service Commission (CSC), Mr. Agustinho Letêncio de Deus, were appointed as the Evaluation Team for the Good Governance sector.

During this meeting, H.E. the Prime Minister, Kay Rala Xanana Gusmão, personally attended and provided direct instructions to the Evaluation Team tasked with assessing the minimum conditions of public institutions in the Special Administrative Region of Oecusse Ambeno (RAEOA), particularly in the area of Good Governance. The meeting and assessment activities were conducted at the National Village Development Program (PNDS) building.

The Evaluation Team carried out the assessment from 19 to 22 January 2025, involving directly the President of the RAEOA Authority, Mr. Régio da Cruz Salu; the Coordinator of the Oecusse Ambeno Special Economic Zone for Development (ZEEDOA), Mr. Erkulanu de Sousa; all public servants, including local authorities from 20 villages.
