DILI, 20 November 2025 โ€” The National Parliament has approved a total of $4,095,368 for the National Development Agency (ADN) during the specialization phase of the 2026 State Budget (OJE) debate, with 42 votes in favour, 22 abstentions, and none against. The vote took place on Thursday (20/11/2025) during the plenary session.

The 2026 budget allocation for ADN is distributed as follows:

  • Salaries and Wages: $2,376,371

  • Goods and Services: $854,545

  • Minor Capital: $185,000

  • Capital Development: $679,452

ADN covers a total of six programs, eight sub-programs, and eleven activities, including:

  1. Program 028: Rural and Urban Development
  2. Program 304: Professional Training
  3. Program 510: Institutional Functioning and Development
  4. Program 528: Primary Health Care
  5. Program 980: Social Inclusion
  6. Program A30: Quality Control of Public Projects

The specialization debate was chaired by the President of the National Parliament, Maria Fernanda Lay, and attended by Prime Minister Kay Rala Xanana Gusmรฃo, members of the Government, and other relevant entities.

At the national level, the 2026 State Budget Law Proposal totals $2,214,689,195, allocated as follows:

  • Salaries and Wages: $476,870,249

  • Goods and Services: $447,904,446

  • Public Transfers: $820,710,160

  • Minor Capital: $32,556,960

  • Capital Development: $436,647,379

The 2026 State Budget continues to emphasize social development, infrastructure expansion, institutional strengthening, and strategic public investment for the coming years.
